Will Apple come out with new MacBook Pros this Spring/Summer?

Yes they most definitly will but this years lineup of macbook pros may be a bit late this year since Intel has messed up their sandy bridge p67 chipset. and since the macbook pros have been released i dont think they have never missed a yearly refresh.
