When will itouch FM radio be available.?

Many websites on the Internet are saying that the FM radio tuner chip is already inside the iPod, but it is dormant until apple releases the radio app. Does anyone have any idea of when this software update will be when apple unlocks the dormant FM radio chip? I hope I am not going to have to wait until when apple releases the fifth gen line of iPhones and itouches. Or is there a way to unlock the use of this chip via an app or tweak on a jailbroken device. Or is there a cheap receiver within the $5-$20 range that I can buy to plug into my iPod to get radio? Any kind of help would be very much appreciated.
