New Stucco (1-2 days old) - Spider cracks all over WTF went wrong?

Top coat of stucco over what? Last application should be at least 3/8s thick and the surface to apply new stucco at least damp - sounds like he applied thin coat over dry surface, and original surface sucked up the moisture from the wet stucco.
