My orthodontist claims one of my left bottom molars won't move, is she telling the truth or just being lazy?

I have a feeling she's just being lazy, I'm not happy with the work she'd done but I want someone else's opinion. I'm 23. Is it possible the bone is too dense and it's not going to move on one side?
