Hamster really thin, bad case of diherria, dehydrated, too late to go to vet what should I do?

My hamster is really thin, he's so tired and dehydrated and he has like diherria around his bottom his tail sticks out and like i try giving him water he won't drink it, and he eats the food I give him, what could this be?!
