Hamster wheel falls over?

i recently got a hamster and a silent spinner wheel but when i attach it to the side of the wire cage it still makes too much noise for me to sleep at night. i don't have the option of moving her to another room so i wanted to try the stand that came with it but I can't get the wheel to remain upright. i tried placing it on the bottom of the cage and stacking bedding around it but when i wake up, it's tipped over and leaning against the edge of the cage and she already gets bored without it and likes to climb up and hang from the roof of her cage. any ideas how i can get it to stay upright? i was thinking about weighing it down with some rocks or taping the metal stand to the plastic bottom of the cage but i don't know if tape is safe inside the cage. help?
